Neath Port Talbot Council is investing in the future of our youngest residents. We are currently seeking a passionate, driven and strategic Childcare Capital Programme Manager to help lead this transformation.This is an exciting opportunity to shape how childcare and early years provision develops across the county borough, strengthening local communities by ensuring children and families can access high‑quality, sustainable and inclusive childcare where it's needed most.
About the role:
As Childcare Capital Programme Manager, you will play a pivotal role in delivering the Council's childcare capital investment programme, working at the heart of major national and local priorities including Flying Start expansion, Welsh Government childcare programmes and regeneration.
This is a senior professional role which will require you to play a key part in leading the planning, development and delivery of childcare capital projects across Neath Port Talbot.
This will involve:
- Working closely with schools, childcare providers, partners and Welsh Government to maximise investment opportunities
- Ensuring projects meet statutory, regulatory and quality standards, whilst delivering value for money
- Translating strategic vision into practical, deliverable schemes that genuinely improve outcomes for children and families.
You will:
- Manage a portfolio of childcare capital projects from concept to completion
- Identify investment opportunities and shape funding bids
- Oversee budgets, timescales, risks and governance arrangements
- Work collaboratively with internal teams, providers and external partners
- Ensure projects comply with statutory, regulatory and Welsh Government requirements
- Champion high-quality, inclusive early years environments that reflect local need
- Ensure our own childcare sector estate is maintained, future-proofed and compliant with legal regulation.
We're looking for someone who:
- Has experience of managing capital programmes or complex projects
- Is confident working with multiple stakeholders in a public-sector environment
- Understands (or is keen to develop expertise in) childcare, early years or community infrastructure
- Has an understanding of core health and safety legislation
- Is organised, proactive and motivated by making a difference
- Can balance strategic thinking with operational delivery.
