Buildings and Capital Programme Manager

Gyngor Bwrdeistref Sirol Caerffili
Buildings and Capital Programme Manager
Job description
*** This vacancy is only available to Caerphilly County Borough Council employees, including agency staff currently working at the Council. ***

Early Years are looking to appoint to a new Building Manager. The postholder will lead on the submission of strategic business cases and delivery of large capital projects, manage compliance in the increasing buildings portfolio which is in Early Years, as well as manage the health and safety SLA ensuring all staff and child risk assessments and health care plans are in place. Buildings are on both Welsh and English sites so a Welsh speaker or someone committed to learning Welsh is essential.

The successful postholder will have substantive experience and knowledge of health and safety compliance, as well as managing capital projects including business case submissions, tender specifications, project and budget management, and Construction Design Management compliance.

This post will bring expertise and capacity to the early years team to deliver on a challenging work programme and portfolio requiring the postholder to balance their time, priorities and conflicting pressures. However, the expansion of early years provision will also bring great rewards, enhancing the wellbeing of teams and families across the borough.

The post is fixed term until 31 st March 2025, due to the nature of grant funding. However, it would be expected to continue beyond this point with any grant continuation.
