Education in Cardiff is at the forefront of priorities for the city. The Cardiff Council Education and Lifelong Learning Directorate is committed to ensuring all children and young people in Cardiff experience high quality education and develop the knowledge, skills and attributes that enable them to become personally successful, economically productive and globally engaged citizens. It is responsible for the effective planning and delivery of high quality education to all of our learners. This includes ensuring there are a broad range of accessible Welsh-medium places to serve the city and a wide variety of learning opportunities and experiences for all Cardiff learners to engage in learning and enjoying the Welsh language, its heritage and culture.
About the job
This is a key post responsible for the coordinating the delivery of Cardiff Council's ambitions Welsh in Education Strategic Plan 2022-2031 (WESP). This plan aims to ensureour education system is one that creates opportunities for the children and young people of Wales capital to become confident speakers of both Welsh and English. We want our education system to ensure that all young people, from every community across Cardiff have the opportunity to speak Welsh, to be proud of their identity and able to celebrate and enjoy both languages in their daily lives.

Our WESP sets out Cardiff's firm commitment, clear aspirations and the actions we plan to prioritise with our partners to further bolster the growth of Welsh-medium education and the number of our citizens that actively engage with and use Welsh with confidence. This in turn will contribute to raising the profile and enjoyment of our national language now and in the future.

This is an excellent opportunity for an individual to influence and contribute to a range of policies designed to enable Cardiff to fulfil its which will impact directly on schools. It is a challenging but rewarding opportunity working directly with school leaders, governors a wide range of partner organisations and Elected Members.

The postholder will be required to taking the lead on the development of city wide partnerships to support co-owned analysis and understanding of the issues presenting, along with development and implementation of recommendations to key policy areas including provision of Welsh-medium and Dual Language education alongside increased use of Welsh across all schools in the city to ensure local and national priorities are met.

Duties include supporting the evolution and adaptation of the WESP and associated action plans to ensure it remains up to date and reflects evolving priorities. This will include consultation with key stakeholders; attending and representing the Council at key stakeholder forums and acting as a key point of contact and co-ordinator between the Education Service and other relevant partners and stakeholders (both internal and external to the Council).

The post holder will engage with colleagues within the Education and Lifelong Learning Directorate and across the Council and our wider partnership forums taking a coherent and collaborative approach to the implementation of the Welsh in Education Strategic Plan ensuring two way communication and sharing of relevant information at the appropriate points to maximise opportunities for mutual gain and maximising impact.
What We Are Looking For From You
You must have experience of applying the skills of researching and mainstreaming lessons learnt from a range of sources; bringing evidence together and drawing conclusions in clear reports to inform decision making. You will also have contributed to a significant project(s) in the field of policy formulation, public consultation, educational change or other relevant work. You will have experience of leadership and of development planning and self-evaluation along with being able to demonstrate experience of being confident in your ability to present to large groups of stakeholders.

You must have proven experience in education settings including Welsh-medium and be able to demonstrate an excellent level of competence and experience working with children and young people with a strong ability to communicate skilfully in Welsh both orally and in writing.

Having a good understanding of the Welsh Language and Education Bill, Welsh Language Standards Act, and other relevant/associated legislation and guidance in the Welsh context along with the current Cardiff Welsh in Education Strategic Plan and/or being willing to develop this swiftly in post is essential. Proficiency in using IT, in particular use and manipulation of spreadsheets, databases and word processing including using IT to support and present interpretation and analysis of complex information is required.

Salary: £48,550 - £52,805 (to a maximum of £56,976)
